Paul Barrow was admitted as a solicitor in 1985. He was educated at St Edward’s College, Liverpool, Bangor University and the College of Law at Chester.

Paul has been based in Liverpool City Centre virtually the whole of his career and he has wide experience having been a member variously of the Law Society Specialist Mental Health Review Tribunal Panel, Children’s Panel and Personal Injury Panel.

In 1995, together with Peter Quinn and Nick Melville, he formed Quinn Melville with particular responsibility for all non-criminal defence work. In October 2005 a new sister firm Quinn Barrow was established to offer a specialist civil practice.

Paul has been involved in a number of high profile cases including the Dow Corning Mitral Valve litigation and breast implant litigation here and working with attorneys in the USA. He and his partner Peter Quinn represented Louise Woodward and her family during her murder trial in the USA and the subsequent substantial litigation which followed. Paul was also instructed by the family of Charles Connolly who together with George Kelly were convicted of murder in the infamous cameo cinema murder trial. George Kelly was subsequently hanged. Paul was instructed in the case which resulted in the overturning of the conviction and posthumous pardon of George Kelly by the Court of Appeal in 2003.

He has worked with the legal charity Fair Trials Abroad, drafting the trust documentation for the appeal fund set up to assist a number of tourists on a plane spotting holiday in Greece and advised and drafted the documentation relating to funds raised for a victim of Tsunami disaster.

Paul is an adviser to a number of significant property development companies in the Merseyside area including Pencare Properties and the Flanagan Group.

He is also retained as general counsel for a number of high net worth individuals and businesses throughout the Merseyside area.

He has many years acted for Programme Publications Limited who are responsible for the production of programmes for Wimbledon, the British Open and the RBS Six Nations Rugby Union Championship.He has a particular interest in sports law.

Paul was approved by the SRA as the Compliance Officer for Finance and Administration (COFA) for the Practice as from 1st April 2017.
